Explore Saint Petersburg at your own pace with convenient car rentals, good for discovering top hotels, weather-friendly routes, and must-see events around.
Driving Requirements
Russian traffic law allows foreign visitors to drive on their national license for up to 60 days after entry. An International Driving Permit (IDP) is required if your license is not in Russian or English, and must be carried alongside the original license.
The legal minimum driving age in Russia is 18. Rental companies typically require drivers to be at least 21, with some charging additional fees for drivers under 25 and others refusing to rent to anyone under 23.
Russian law requires all vehicles to have third-party liability insurance (OSAGO). Rental companies typically offer additional collision damage waiver (CDW) and theft protection, which are optional but recommended for visitors unfamiliar with local driving conditions.
Rental companies universally require a credit card in the driver's name for the security deposit, which varies by company and vehicle category. Debit cards are generally not acceptedable, and the deposit is typically held for the duration of the rental.
Russia drives on the right side of the road. Right turns on red are prohibited unless specifically allowed by a green arrow. Roundabouts follow priority-to-the-right rules, and trams always have priority over other vehicles.
Helpful Tips
Pick-up at LED airport gives the widest fleet choice and 24-hour desks, but city-center offices on Nevsky Prospekt save the 400-ruble toll for the Western High-Speed Diameter and can be reached by metro if you're staying downtown.
Walk round the car with the agent and photograph every wheel rim and mirror. Winter scrapes are common and CDW policies from international brands often exclude glass and under-carriage damage, so read the exclusions.
Google Maps works offline for Saint Petersburg. But Yandex Maps shows real-time traffic and exact lane guidance on the complex ring roads, download both before leaving Wi-Fi to avoid roaming charges.
Unleaded 95 is standard. Stations are plentiful on Moskovsky and Nevsky Prospekt but sparse on Vasilyevsky Island, return full-to-full because prepaid fuel is priced above pump rates and refunds are rarely given.
Expect paid parking Monday, Saturday 08:00, 20:00 inside the Garden Ring (blue zone, 80, 100 rubles/hour); overnight hotel garages near the historic center cost extra, while side streets outside the ring are free and usually have space after 19:00.
Driving Warnings
Right turns on red are prohibited everywhere in Saint Petersburg. Doing so at Nevsky Prospekt and Ligovsky Prospekt intersections carries an on-the-spot fine.
From 1 December to 1 March winter tyres are compulsory city-wide; driving without them on Moskovsky Prospekt or the Western High-Speed Diameter results in fines and possible vehicle impoundment.
Expect severe congestion on the Ring Road (КАД) and Bolshoy Prospekt of Petrograd Side between 07:30, 09:30 and 17:00, 19:00; allow double the usual travel time.
Mobile speed-camera vans operate daily on the elevated section of the Saint Petersburg Ring Road and along Pulkovskoye Shosse, exceeding the limit by 20 km/h triggers an automatic fine mailed to the registered owner.
